The adjustment of the industrial structure is key to the sustainable and healthy development of China's chip design industry. On December 11, 2024, the Shanghai Integrated Circuit 2024 Annual Industry Development Forum and the 30th Integrated Circuit Design Industry Exhibition were held under the theme "Smart Shanghai, Chip Excites the World." Professor Wei Shaojun, Chairman of the Integrated Circuit Design Branch of the China Semiconductor Industry Association, delivered the keynote report titled "The Chinese Chip Design Industry Must Strive for Self-improvement" at the conference. He provided a detailed analysis of the overall development of China's chip design industry in 2024 and proposed directions for future development.

2024 marked a year of recovery and growth for China's chip design industry. Against the backdrop of the gradual recovery of the global semiconductor industry, the growth rate of China's chip design industry returned to double digits, demonstrating the resilience and potential of the sector. Despite intensified geopolitical risks and global economic turbulence, the total sales of China's chip design industry in 2024 are expected to reach 646 billion yuan, a year-on-year increase of 11.9%. Based on the exchange rate in 2024, this is equivalent to approximately 90.99 billion US dollars, maintaining a share of the global semiconductor market that is essentially the same as the previous year.


Although the total number of enterprises in China's chip design industry increased to 3,626 in 2024, a growth of 175 compared to 2023, the overall concentration of the industry did not significantly improve. The threshold for entering the top ten design enterprises rebounded from 6.5 billion yuan last year to 7 billion yuan, but the total sales of the top ten enterprises showed a downward trend, decreasing from 182.916 billion yuan to 176.204 billion yuan, a decline of 3.7%. This indicates that, despite overall industry growth, the growth rate of leading enterprises is relatively weak, and market competition pressure has increased, especially in the face of the rise of small and medium-sized enterprises and start-ups.


The Chinese chip design industry still faces the situation where products are concentrated in the fields of communication and consumer electronics. In 2024, the proportion of products from Chinese design enterprises in the fields of communication and consumer electronics was as high as 68.5%, while the proportion of computer chips remained relatively low, at only 11%. This data indicates that the position of Chinese chip design in the global industrial chain is still biased towards the mid-to-low end, and has not yet achieved significant breakthroughs in high-end technology fields.
